2025 Legislative Priorities for the City of Moorhead

Bonding Priority

Flood mitigation: $16 Million for 7 lift station conversions

Year 16 of Moorhead’s Comprehensive Flood Mitigation Plan

Goal remains the same, suggest banding together with other flood-vulnerable communities to advocate for increase funding to DNR Flood Hazard Reduction Program.

Policy Priorities

Border Cities Enterprise Zone: Increase resources and expand eligibility of business types and activities to address today’s competitive economy.

Downtown Center Revitalization:  

  • Tax Increment District – extend the buildout period from 5 years to 10
  • Sales tax exemption on building materials for City Hall renovation

Transit: Fargo and Moorhead Metropolitan Statistical Area has a new designation of Large Urban Transit System, federal funding reduced (per capita formula changes)

  • Consider requesting a specific state apportionment like Twin Cities now that Moorhead designated part of a large urban transit system instead of being part of the Greater Minnesota transit assistance funding

Sustainable Aviation Fuel Project – legislative needs undefined.

Public Safety: Address public safety challenges affecting Moorhead and Clay County, specifically workforce availability and preservation of interstate mutual aid.

Recreational Amenities: Pursue and support local and regional parks and trails that connect Moorhead neighborhoods and surrounding communities.

Minnesota Cities Initiatives: Support legislative activity of Coalition of Greater Minnesota Cities and League of Minnesota Cities consistent with local plans and studies, including Onward Moorhead Comprehensive Plan and Moorhead Strategic Plan.
